    DAILY DUTIES / RESPONSIBILITIES:
    • Responsible for assembling project plans and teamwork assignments, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately.
    • Ensure deadlines and cost targets are met.
    • Create and maintain required project documentation.
    • Responsible for overall coordination, status reporting and stability of projects.
    • Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers.
    • Responsible for tracking all project defects and testing. Communicating defects back to the development team.
    • Coordinates communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed.
    • At project conclusion, closes out each project in a timely and orderly manner, with documentation of lessons learned and archiving of essential project documentation.
    • Ability to meet with customers and understand their business process and needs.
    • Ability to gather requirements from the business owner and translate those requirements into functional specs for the developer.
    • Ability to collaborate with developer and translate needs back to the business owner.
    • Ability to help customers understand and create test plans.

     

    Qualifications

    Required Skills (rank in order of Importance):
    • Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques.
    • 3 years' experience as an IT Project Manager.
    • Experience in working with a defined Software Development Life Cycle (SDLC).
    • Ability to understand business processes and adapt their project management approach accordingly.
    • Ability to understand and clearly communicate complex projects.
    • Experience as an IT Application project manager.
    • Experience working as a Business Analyst gathering requirements for system change and submitting them as functional specs.
    • Experience with creating test plans and performing quality control user test on system changes.

    Preferred Skills (rank in order of Importance):
    • Strong working knowledge of Microsoft Project software.
    • Employee must develop and maintain knowledge of Agency mission, goals and objectives.

    REQUIRED EDUCATION/CERTIFICATIONS:
    A bachelor's degree in the liberal arts, business management, public administration, information
    technology, or other related field of study or a min. of 4 years work experience in lieu of degree.
    A minimum of three (3) years in project management experience is required.

    PREFERRED EDUCATION/CERTIFICATIONS:
    Certified Project Management, PMI training or PMP certification.

    Five (5) or more years of project management experience is preferred
